  "text" : "（德國之聲中文網）2020年7月1日，《國安法》在無可抵抗爭辯的情形下，壓在香港人頭上。也是那一刻開始，我知道香港不可回頭。 一個壞的領導人上場，你還能期望他會任期完結、被人中途接下馬，然後換上另一個領導施政，一切仍有計算盤旋的空間。但立了一條《國安法》，總不能3個月後就把它廢除掉吧？也就是說，開弓沒有回頭箭，北京是鐵了心，要把香港牢牢抓在手上。 這3年，香港人變得如何？我希望講述幾個類別的香港人故事，讓大家了解影響。 朋友A來台灣探望我，我們約了幾個在台的港人聚舊，就在台大附近的咖啡店高談闊論。A也是傳媒工作者，大家話題當然離不開香港的局勢、言論自由的打壓等等。說得興奮之處，朋友A突然感慨地說：「你知道嗎？如果我們身在香港的咖啡店，我絕不會和你談論剛才的題目。」我拿著咖啡杯的手停在半空中，一時之間，不知如何反應。 A繼續說：我們如果要談這些話題，就只能回到家中才會講。朋友之間，除非真的非常熟悉，非常信任，否則不會多談。因為你不知道對方是什麼想法，也不知道說了會有什麼後果，透露太多自己的資訊變得危險。 什麼是敏感資訊呢？例如，你，仍能到內地嗎？朋友A是傳媒人，有一次和商界的朋友聊天，很快對方就故作輕鬆地問：「最近都採訪什麼新聞了？之前的工作都和什麼內容有關啊？」然後就突然單刀直入：「你有回鄉咭嗎？你，現在仍能回大陸嗎？」朋友A馬上警惕起來，因為他無法判斷對方為何要查問這個資訊？是想判斷自己的政治立場，或者政治危險狀況嗎？你可以說這個查問很普通平常，但在今天的政治形勢下，所有資訊都變得敏感。 朋友A告訴我，香港的傳媒環境，是每日的受到紅線侵蝕。譬如《明報》，去年六四除了報導維園的即時情況，還會做一些周邊的人物採訪，也就是多方面的報導六四主題。但今年的《明報》已經沒有這些報導了，也就是只當作是日常發生的一宗普通新聞，沒有專題報導，原因也不言自明，因為有關當局不喜歡。 於是傳媒機構便陷入了一場兩難：堅持編採自主、以新聞專業處理新聞，但可能遭受政治滅頂之災，無法守住新聞陣地；妥協退守、息事寧人，或保得一時風平浪靜，但其實等於向官媒喉舌的方向投降，最後守住的東西還有價值嗎？ 另一個故事的主角，是仍然想發表意見的普通香港市民。這2年，我和拍檔吳志森在網上做「英國台灣」的連線節目，每次都有許多香港人連線發表意見。 但他們無一例外，都不敢露面。他們關掉鏡頭，只用聲音發表，甚至還有人加裝了某些軟體，作用是什麼？就是防止被人強行遙距打開電腦鏡頭！沒錯，有些香港人擔心被人強行打開電腦鏡頭會曝光自己身份，所以要安裝軟件反制。 即使不展示臉孔，他們的擔心還不完結，有時說及一些特定的話題，例如醫管局的新聞，或者機場的新聞，他們都會說自己是其中一個員工，但當你想多問一句，例如是醫院什麼部門？或者在機場工作了多長時間？馬上便會有其他網友傳來訊息，「不要再問﹗小心身份曝光」，「主持人你想害死人嗎？不要再問了！」甚至有一些已經移居到英國的香港人，他們也不願意開鏡頭露面，甚至不願意很具體講述自己在香港的身份。每個人都好像拍間諜片，想辦法隱藏自己的身份。 以前的香港人不是這樣，我當年在香港電台做過Phone In節目的編導，負責邀約嘉賓，和接市民電話播放出街。當時的氣氛，市民為了增加自己被選中Phone In的機會，都會主動披露自己的身份，「我是XX機構的員工，我是知情人士，我想講講內情」，「我在XX學校教歷史課的，我想講講發生什麼情況」。此一時彼一時，短短3年，香港人由正大光明地表達意見，去到和內地同胞一般無異，躲躲藏藏，提心吊膽，你可以怪誰？ 這3年，香港人最熟悉的是什麼？是各國的稅務、租務規例，是各國學校的入讀規則，這3年香港人的國際視野無比寬闊，那都是因為移民潮。香港在這3年真的成為名副其實的「國際都會」，不過那是香港人散居國際的意思。 曾志豪是香港媒體人，曾任職香港電台，擔任時事諷刺節目《頭條新聞》主持人。目前旅居台灣。 德國之聲致力於為您提供客觀中立的新聞報導，以及展現多種角度的評論分析。文中評論及分析僅代表作者或專家個人立場。 © 2023年德國之聲版權聲明：本文所有內容受到著作權法保護，如無德國之聲特別授權，不得擅自使用。任何不當行為都將導致追償，並受到刑事追究。",
