  "text" : "（德国之声中文网）前段时间，北京的外交界兴奋了好一阵子，可是好景不长，没过几天，本来由马克龙起头的跟欧洲的热闹气氛没想到却被撒野的卢沙野搅浑了。至于轰动一阵子的用人民币替代美元或者是人民币国际化的努力，其实也并非那么容易和顺利。而东亚和南海的形势也变得对北京愈加恶劣。 日本跟韩国的和解，不仅增强了他们对付朝鲜的力量，也使得中共感到不安。 因为正是这样，美日韩的军事联盟才更完善，而这并不有利于中南海对东亚的设计，尤其是对今后台湾的行动计划。 另一方面，中共用惯用的灰色地带的方式，强迫周边邻国接受南中国海是中国内海的主张，没想到现在却偏偏碰上了菲律宾的小马科斯总统不服，并决定跟美国、澳大利亚等国合作，维护自己的海洋主权。于是，中菲关系从此走上不回之路。很难想象，在菲美共同巡逻的情况下，中方今后在南中国海还能像以前那样行事。 在台湾问题上，面对着美国对台海战事的防范，同时也面对着台湾军事力量的增强，中国已决定进一步至少在台湾明年大选前要使尽各种非武力的手段，把台湾“俘虏”过来。 当然，中共自己也明白，这里成功的可能性并不大。 总之，东亚、南海、台海的局势的发展，远不是像北京原来设计那样。在备受挫折的情况下，习近平领导下的外交部并不气馁，他们把目光转向了中亚和西亚。这样，才出现了中共邀请中亚各国领袖到西安参加中国—中亚峰会的议程等似乎是又一波的外交热潮。 东方不亮西方亮？ 更值得关注的是，中国与巴基斯坦和阿富汗塔利班政府的外交部长在上周六在伊斯兰堡举行了三方会谈，三方已经同意将 \"一带一路 \"倡议中的中巴经济走廊扩展到阿富汗。 巴基斯坦外交部在一份声明中说，中国外交部长秦刚和他的巴基斯坦同行比拉瓦尔-布托-扎尔达里承诺就阿富汗的重建进程开展合作，包括将中巴经济走廊带到阿富汗。 应该说，把中巴经济走廊延申到阿富汗，是个已经讲了有几年的老课题了。 但一直没有实质性进展。而自最近开始，北京似乎显得更积极起来。 那么，中国为什么热衷于回过头来啃这块难啃的骨头呢？ 理由之一，就是上述习近平在东亚和南海等地区的挫折。 理由之二：一带一路是习近平自以为可以成功、应该成功的杰作。至于中巴经济走廊更是他执政依赖的一个标志项目。作为几乎患有自然资源饥饿症的中国， 对开采阿富汗的矿产资源更有着极大的兴趣。 自2002年以来，中国公司一直在巴基斯坦的俾路支省从事采矿项目，这让北京尝到甜头。于是便希望将在俾路支省获得的经验用于阿富汗和中亚国家，计划在这些国家开展类似的矿产开采项目。 诱力与现实 获取自然资源固然是中国的所谓“一带一路”的动力之一。2023年1月，阿富汗政府与中国石油天然气集团公司的子公司签署了其第一个来自阿姆河流域北部的全球石油生产合同。2023年4月，阿富汗矿业和石油部表示，一家中国公司表示有兴趣在该国的锂矿中投资100亿美元。 延伸阅读——客座评论：中国能否影响阿富汗时局的走向？ 但北京心里明白，阿富汗毕竟是一个治理上失败的国家（failed state）。中国公民在那里的人身安全并非能得到保证。 还曾记得， 去年12月12日，喀布尔市中心一家中国外交官经常光顾的中国人拥有的酒店遭到武装袭击，造成至少3名袭击者死亡，21人受伤，其中包括两名外国人。在袭击发生的前一天，中国政府要求塔利班政府注意中国驻喀布尔大使馆的安全。袭击发生后，中国发布了一个警告，要求其在阿富汗的国民离开该国。 鉴于那里获得的利润可能很高，尽管风险也很高，北京还是不放弃继续尝试。于是，这次跟塔利班临时政府的外交部长会谈，再次敦促该政府加强反恐，对象包括巴基斯坦塔利班运动、东伊运在内。而塔利班政府这次也难得公开许下诺言，积极反恐。对中共来说，如果塔利班政府能成功制止这些组织的活动，中国的新疆地区就会更“太平”，而今后在阿富汗的中国人才有安全保障。 延伸阅读——谋求加入一带一路 塔利班继续向中国示好 其实，在获得阿方的许诺时，北京心里明白，即便在号称“巴铁”的巴基斯坦，也无法解决其中国人的安全问题，更不用说阿富汗。而且，不仅是所谓的恐怖主义将是中共投资的一块心病，中方不顾社会效应的投资方式，造成当地民众大规模的维权运动，也是必然的事。去年，一场巴基斯坦群众维权运动震撼港口城市瓜达尔。瓜达尔的当地社区一直在抗议他们被排除在瓜达尔及其周围的发展项目的利益之外。难道中共能保证在阿富汗今后不出现这种抗议？ “大撒币”的时代已过 理论上来说，连接从喀布尔到中巴经济走廊的铁路和公路，因为距离不长，可行性不是太大问题。但即便如此，资金依然是个难题。中国的一带一路项目的“大撒币”已经撒了一兆多美元，而现在中国的经济正是收裤带的时候，所以这些项目的钱怎么来还是个问题，更不用说，在阿富汗境内通往被中国看中的矿场的公路和铁路也需要建起来，况且，强化安全措施，也需要一笔资金。当然，威权主义的中国，花钱是不用考虑纳税人的利益的。 同时，为了解决资金问题，中国会更积极地在国际上努力说服有关各方，解冻阿富汗的海外金融资产。 因为担心这些资金会被用于恐怖活动，所以阿富汗的海外金融资产被阻止进入并在海外持有。 但即便资金问题解决了，中国惯有的腐败、贿赂、暗箱操作之风也必然会随之而来。这在巴基斯坦的不少项目中已有验证。 本文作者张俊华为徳籍华人政治学者，在德国生活三十余年。他曾就读于德国法兰克福大学，并获得哲学博士学位。此后曾执教于柏林自由大学等高校。现为法国Ecole Universitaire de Management客座教授。 德国之声致力于为您提供客观中立的新闻报导，以及展现多种角度的评论分析。文中评论及分析仅代表作者或专家个人立场。 © 2023年德国之声版权声明：本文所有内容受到著作权法保护，如无德国之声特别授权，不得擅自使用。任何不当行为都将导致追偿，并受到刑事追究。",
